"Special Handling" for College
Professors
What "Special
Handling" process do: Allows a college or
university to employ a foreign worker as a college or university teacher based on the
foreign workers' qualifications and experience.

What requirements "Special
Handling" process has: The Special
Handling process is limited to positions in higher education institutions, and the
position MUST involve some actual classroom teaching. Faculty members are not
necessarily teachers; non-teaching positions such as researchers, librarians and other
administrative staff must be processed under the basic foreign labor certification
process. In order to take advantage of this "Special
Handling" process, we must file your application within 18 months after you
was selected by a competitive recruitment and selection process for the teaching position.

What documents we need for processing your
application:
- Signed statement by the employer describing the complete
recruitment procedure used in the selection process.
- Signed statement by the employer providing the number of
U.S. workers who applied for the position and the specific job-related reasons why the
foreign worker was more qualified for the job than any of the U.S. workers.
- Final, signed report of the body making the recommendation
or selection of the foreign worker.
- Copy of the dated letter from the employer offering the
position to the foreign worker.
- Copy of at least one advertisement for the position placed
in a national professional journal with the date of publication and the name of the
publication clearly visible and unaltered.
- Copy of the internal posting showing dates of posting and
signed and dated by an official who has actual hiring authority. For positions covered by
a collective bargaining agreement, documentation to show that the business representative
or a union official was notified of the filing of the Application for Foreign Worker
Employment Certification.
- Copy of your passport, F-1 or/and H-1B documents.
