What are the statutory standards PERM will use?

According to the PERM rule, the standards for PERM will be substantially the same as those used in RIR process. The standards for approving the labor certification application are still: (1) whether there are insufficient US workers who are able, willing, qualified and available and (2) whether the employment of the alien will have an adverse effect on the wages and working conditions of US workers similarly employed.
