FY2005 20000H-1B Update

The rulemaking implementing the 20,000 fiscal year 2005 H-1B numbers has been cleared by OMB, and is likely to be published in the Federal Register early next week. AILA will obtain an advance copy when it arrives at the Register and I will re-post it here.
