The Unites States is a country composed of immigrants from all over the world.  In the past and today, immigrants have been and are playing a crucial role building up such a first class country in the world.  What the United States has achieved is the natural product of its long standing multifaceted immigration policy.

One U.S. immigration policy is to promote the growth of its economy by attracting foreign talented people.  Under such policy,  skilled foreign workers or professionals are given priority in applying for a U.S. visa while those unskilled foreign workers have little chance or have to wait for a long time to get into the U. S.   

Another U.S. immigrant policy is family unification.  So long as you have a relative who are a U.S. citizen, you will have a chance to immigrate the United States regardless of your education background and skills.  Of course, the closer your relation to the U. S. citizen relative, the quicker or shorter  your immigration process will be.  For example, a U.S. citizen's parents can immigrate the U.S. without quota restriction; but a U.S. citizen's brother, in some foreign countries, may have to wait for over ten years before his visa becomes available.

U.S. immigration policy also promotes its idea of democracy or freedom.  The U.S. offers freedom for those who can prove that they were prosecuted or are likely to be prosecuted in their home country because of race, religion, nationality, membership in a particular group, or political opinion so that they can live and work in the U.S. permanently and free from harm.

U.S. immigration policy discourages illegal immigration and deports "bad" residents.  Severe penalty has been established for illegal immigrants.   Sometimes, the penalty imposed on some individuals seems too harsh or unreasonable.   A permanent U.S. resident will be deported if he or she was convicted of felony regardless how long he or she has been a permanent resident.

Above summary seems to be too simplified.  U.S. immigration is one of the most complicated immigration systems in the world.  However, it is also the most easy system to go through if you know the rules and procedures and the technicalities of preparing your case.
