To apply for employment-based green card, most engineering professionals generally go through the labor certification process.
Some engineering professionals are qualified for extraordinary ability (but not many), outstanding researcher (if they are doing research) or national interest waiver (if their work is in the national interest).
If an engineer is hired as a college professor teaching in any engineering subjects or related field, we can get him/her a green card through "special handling", too.
The term "Engineer" is a very general term which includes any learned people who apply science to design/maintenance/repair of machines, engines, software programs, bridges, roads, railways, docks, etc.  Although most engineers use the similar ways to get green card, there are some exceptions.
